请问这种情况LTVP算是已经批了吗？

今天收到ICA的邮件，给我们定了明天去ICA的时间，需要带上所有办理LTVP的材料，并且邮件上说明please note that this letter does not assure you of an approval of application, each application will be considered based on its own merits.
请问这种情况如果明天去的话当时就能批准吗？还是把材料交上去再等消息呢？只是交资料 然后继续等需要我本人带我妈妈去对吗？算是面试吗？带上妈妈去 交资料后 大概1星期 我就收到EMAIL 批准了好的，非常感谢！
