MathsHub & other centres like MathOasis merely act as ‘distributors” for matholympiad booklets (without “profiting” from it directly i believe). So ya the public is welcome to buy without the need to sign up for their courses.
I believe the 2006 should be virtually out of stock (I bought mine from learning interactive).
There is still plentiful supply of 2007 & 2008.
