刚才上ICA，发现公民申请的界面换了，查看申请条件，
important note 第一行就是：
an applicant is eligible for singapore citizenship if he has resided continuously in singapore as a permanent resident for at least 2 to 6 years immediately prior to the date of application
以前貌似没有这么明着写出来的。
