The Public Scheme allows you to buy an HDB resale flat with your family from the open market.
To buy a resale flat under this Scheme, you must meet the following eligibility conditions.

CitizenshipYou must:
Be a Singapore Citizen (SC) or Singapore Permanent Resident (SPR)Include at least one listed occupant who is an SC or SPR
AgeYou must be at least 21 years old.
Family NucleusYou must form a family nucleus, such as:
Your spouse and children (if any) orYour parents and siblings (if any) orYour children under your legal custody, care and control (for widowed, divorced or separated persons)
Income CeilingThere is no income ceiling unless you are applying for CPF Housing Grant and/or an HDB Loan.
Ownership/Interest in Property in Singapore or Overseas other than HDB flats
You can own private property (unless you are applying for a CPF Housing Grant and/or an HDB loan).
However, you, your spouse and any occupiers listed in the resale application must dispose of any interest in any private residential property within 6 months from the completion of the purchase of the resale flat.
