就这三个要求，哪个说的是配偶必须要PR？
夫妻都申请吗，如果是，就必须都是PR.如果只是一个申请，申请人是PR就可以，配偶没要求。

这个文件确实是新的。而且申请公民的网页，也是今年5月25号才改的。
难道ICA偷偷改了细节的规定？

从这段话最后一句看，好像是配偶也要PR满2年。
但是如果只是针对配偶被担保申请时（另一方已经是公民了），而不是说第一个人独立申请时就要求配偶的PR身份，那就是这个英文用法令人产生歧义了。
更新网页，也要求6月开始，公民去柜台交申请材料之前，必须网上预约时间了。
ICA的意思是，如果自己申请，自己是PR就可以，配偶没有要求。如果楼主要担保配偶一起申请公民的话，就必须两人都是PR。如果还不明白自己打电话去ICA问
按照ls的说法，那么实际政策没改。
只是那段英文，最后一句有歧义啊。
谁申请变公民，申请人必须PR
不只是pr，而是至少满2年的pr
这个规定一直都有啊，只适用于俩人都申请公民，或被担保申请公民的人而已。
但是那句话有一定歧义啊。5月网页更新前，以前的pdf不是那么说的。所以lz才有了疑问吧。
最后一句是给担保SC申请用的。
ICA的网页有些地方的确是有歧义，除了这个，还有配偶不申请到底要不要去的问题，也有歧义。要感谢论坛帮助解惑呀。
申请人必须满两年PR，所谓申请人就是有意加入新加坡公民，无论一个人，两个人，还是全家人，硬性规定就是PR两年。
如果申请不带配偶，递交的申请中也要包含配偶的资料，但不必参加面试。
全家人的意思，包括未成年小孩吗？小孩不可以跳过pr阶段(或者不满2年pr)，跟着父母一起申请公民？
小孩除外
这个以前就是这样。强调的是2年(如果也申请的话，必须是PR，且2年，似乎还有不成文的结婚也要超过2年)
