Thank you very much!Best regards,xxx ===========================================================Dear xxx, 1 Generally, PRs need to ensure that their Re-Entry Permit (REP) remains valid while they are in overseas so as to retain their permanent residence in Singapore. A valid REP will also allow PRs to return to Singapore as a valid Singapore PR. 2 Hence, if you have remained abroad without a valid Re-Entry Permit (REP), you would have lost your Singapore Permanent Residence (SPR). It is therefore not necessary for you to renounce your SPR as you have since then ceased to be a Singapore permanent resident. On your return to Singapore, you may be granted immigration facilities accorded to an ordinary social visitor.3 However, should you wish to put up a request for reinstatement of your residential status, you can report at the Permanent Resident Services Centre, 5th Storey, ICA Building (Next to Lavender MRT station), 10 Kallang Road, Singapore 208718 for processing. You may enclose a letter explaining your situation that include any information which you deem relevant to substantiate your application (e.g. relate your needs to the application), together with other relevant documents, for our consideration. 另外提供两个实例，供参考：（1）被公司亚洲部（新加坡）派去中国工作，期间PR过期。由亚洲部开证明信，说明此人仍然受雇于本集团公司但被派去国外公干。ICA批准延长re-entry permit五年（2）回国工作，因为结婚买房子缺钱，从新加坡提出所有CPF（需要补缴所得税），放弃PR。此后，几次申请商务签证都不批准。他去问ICA是否可以缴回CPF，恢复PR身份，ICA回复说可以，但是需要重新申请审批，批准的话算第二代PR，需要服兵役。

第二个例子，同样的一个人，再次申请成功算第二代要服兵役？

当然可以RENEWAL。
提前一天也可以。这种情况下，renew REP可能只给你一年的。
