Enhancements to In-Principle Approval (IPA) Letters for Non-Malaysian Workers
Dear WP Online users,
The Work Pass Division will be enhancing our In-Principle Approval (IPA) letters to include important information for Non-Malaysian workers. The changes will take effect on 28 Aug 2009. The information highlights the common issues that the worker should note prior to his/her employment in Singapore:
Employment Terms and Salary Deductions
You are advised to ask for a copy of your employment contract from your employer or agent before coming to Singapore. The contract should state your salary, terms of employment such as overtime pay, as well as all deductions that may be made from your salary, for example, for housing and food.
Your agent in your home country should not ask you to pay for and there should not be any deductions made from your monthly salary for the following costs:
a) $5000 Security Bond
b) Application, renewal or cancellation of work permit
c) Foreign worker levy
d) Compulsory medical insurance for foreign workers
e) Compulsory pre-employment medical check-up
f) Compulsory training courses
g) Cost of your journey home
h) Or other costs connected or related to the employment of a foreign worker.
These are costs to be borne by your employer.
Enforcement of Agreement with Home Country Agent
The Singapore Government is unable to enforce any of the terms of your agreement with your home country齭 employment agency. For example, if your employment is prematurely terminated, the Singapore Government is unable to recover the agency fee you have already paid to your employment agent in your home country. In the event of any dispute, you are advised to seek help from the authorities in your home country.
Work is Not Guaranteed
Regardless of the validity period of your work permit, your employer may terminate your employment and cancel your work permit at any time without compensation, unless your contract says otherwise. If your employer terminates your employment, you are not allowed to stay in Singapore to find another employer. Therefore, you should consider this when deciding how much to pay your agent to work in Singapore.
Obtaining Your Work Permit
This letter gives you permission to enter into Singapore to work. You must ensure your employer applies for your work permit issuance within 14 days upon your arrival in Singapore. If your employer fails to do so, you will have overstayed and will be fined or prosecuted and/or sent back home. To obtain a work permit, you must pass a compulsory medical examination upon arrival.
Conditions of Work Permit
You can only work in Singapore on a valid work permit. You are not allowed to work in Singapore on a social visit pass unless you have been issued with a Temporary Work Permit. You and your employer are bound by a set of Conditions of Work Permit. If any of you violate any of these conditions, your work permit will be revoked and you may be prosecuted and/or sent back home.

我们从中国国内来新加坡之前,建议向中介或雇主索取雇佣合同, 合同中要写明薪水,加班费,任何项目要从薪水中扣除的如:住宿费,食物等。
你的中国中介不可以向你索取下列费用,也不能以任何形式从你的工资中扣除。
a) 5000新币的安全押金 (通常雇主是不会压5000在政府的,都是通过保险中介,大概费用107新币一个人包含GST.只有你跑掉了什么的政府才会扣)
b)申请,延期或割除准证的费用 (既你申请准证的手续费,延期也叫更新准证和取消准证的费用)
c)强制医疗保险费用 (这个很少有雇主扣的,只是没有都多少雇主愿意为你的医药费去向保险公司索赔)
d)来新后的强制体检雇佣前 (就是来新的第一次体检)
e)强制性的培训费用 (例如船厂或建筑业的工人政府规定必须考的安全课程)
f)回国费用 (回国机票,有的雇主会看你个人软硬程度决定他付还是你自己付)
g)以及一些相关于雇佣关系中的费用
以上费用应由新加坡雇主承担! 前面括号中的红字是我个人的理解,不是前面英文信中的内容!只是给不太明白的朋友一个大概的解释。

是公司(雇主)交的押金,您如辞职回国、或申请到PR自然会退给公司。
很多人从国内过来,交几万给中介,看来很大原因是在这个5000上面。不然中介也太好赚了,不过如果说
辞职回国、或申请到PR会退给雇主,那估计这也是中介赚了…..
