pr被拒后,是否可以立马再申请

刚刚回来收到拒信了。5月7号申请的,等到现在才收到被拒绝。没有拒绝原因。
申请条件,国内大专毕业,一直拿SP,申请的时候在新居住时间2年4个月,底薪2000+100津贴,去年缴了税。有老板的推荐信。公司除了我一个外国人,其他都是新加坡人。
想请问一下,因为拒信没有说我要等多久才可以再申请,那我可不可以马上再重新申请?还是要等几个月后才重出江湖的。拒信里面最后一句话也就只是说you may continue to work and reside in singapore on your valid work pass.
请高人支招,谢谢


不是打击你,按今年的行情,没写多少时间就是说你在2年内如果没有明显的提升的话都不用申请。提升包括学历、工资、准证。

那就是说两年内还是不要再申请了,可是我的SP明年3月就到期了。到期后可不可以再尝试的?


可以在尝试,不过估计也是浪费时间。

不是pr被拒要过一年才可以再申请的麻


以前有写6个月、9个月、12个月、18个月、24个月的。最近看到很多是时间都不写了。


不写的更恐怖,不是工作时间不够,是基本没戏。:funk:

没写就是没戏?是这样说的吗?我去年申请了一次,但是被拒原因是居住时间不够,因为我的居住时间只是一年,也没有缴过税的。今年申请的时候是2年1个月,难道这还是不够长。申请的时候我因为还没有缴税,所以税单也就没有缴上去了。这有没有影响的。还有想请教的是国内大专是不是想当这边的DIPLOMA?


你抬举我了,我在ICA没关系。我来新加坡比你短多了,你来了快1年半了吧。

你怎么知道去年被拒是因为时间不够呢?如果只是时间不够,拒信上会建议你多久以后在去申请的。到他们建议的时候去申请,如果收入准证没有下降的话,应该没问题。这张帖子讨论的是,拒信上没有建议过多久再申请,就说明不是时间不够的问题了。

我也就等到住满两年之后才再去申请了。

大家不要太不开心了,其实在5,6年前,没有SP的时候,现在这里的SP要在以前都只能申请WP,连申请PR的资格都没有,现在不管怎样都有机会,等吧,等经济好转。全世界任何国家的移民政策都是紧几年松几年的。sp如果真的想拿PR,目前保住工作留在新加坡比较重要,不然就真的没机会。

S Pass Implementation

Introduction
  MOM will be implementing a new ‘S’ work pass , which will replacethe existing Q2 pass, with effect from 1 Jul 04.  The objective of theS pass is to increase the flexibility and responsiveness of our foreignmanpower policy to meet industries’ needs for middle level skilledmanpower.
Under the current work pass system, professionals, managers andexecutives can come in on the P and Q passes (EP). Semi-skilled orunskilled workers can come in on the R pass (WP). The large gap betweenEP and WP means that it is difficult for companies to bring in middlelevel manpower, say at the level of associate professionals andtechnicians . This has resulted in an unfilled demand in our industriesfor such middle level skill-sets.
Applicants for the new S pass will be assessed on a points systemwhich will take into account multiple criteria, including salary,education qualifications, skills, work experience, job type (such asassociate professionals and technicians), etc. A monthly levy pegged tothe skilled levy for R pass holders will apply and there will be a capon the number of S pass holders in each company based on a quota of 5%of the company’s local and work permit workforce. S pass holders with$2,500 basic monthly salary will be given dependent privileges.

Section I.    Rationale
  
1.1 How has the current policy framework resulted in a shortfall of middle-level manpower?

Under the current framework, skilled workers at the middle level maynot be able to meet the salary criteria of $2,500, or possess thenecessary qualifications to meet the criteria to obtain Q1 passes.These middle level skilled workers may not be able to obtain R1 passeseither, as there are many restrictions at the work permit level.(Please click on link A fortable comparing existing and new work pass framework). Hence, this hasresulted in an unfilled demand in our industries for such middle levelskill-sets, which our local manpower has not been able to sufficientlymeet.
1.2 Is this a liberalisation? What about the local workers?Why is the government taking away jobs from locals during thisdifficult period?
In the medium term, MOM projects that there will still be more jobsthan Singaporean workers. This gap is largest at the middle level. Ifthere are not enough skilled workers (local or foreign), industrieswill find it hard to expand. New investments may also choose not tocome to Singapore if we cannot supply the right manpower they need.This means fewer jobs all round, including for Singaporeans. The S passfills this gap. In sectors like healthcare, Singaporeans will not onlybenefit from increased investments and jobs, but also in terms ofimproved quality of healthcare at a lower cost.
MOM will balance this with protecting local workers, as well ashelping them develop the skills needed for the new jobs. The quota of5% per company means that employers need to employ a certain number oflocals before they can employ foreign workers on S passes. The levyalso means that there is a cost to employing these foreign workers. Atthe same time, WDA will continue with their efforts  to train locals tomeet longer term middle-level manpower needs.
1.3 What is the number/size of S pass holders we will admit?
The number of S pass holders will depend on the market’s responseto the new work pass framework, but it will be capped at a quota of 5%per company.
1.4 Why is there a levy for S pass holders?

Is the levy high enough to moderate demand for S pass?
The S pass levy will be set at the skilled levy rate for R pass (orwork permit) holders. The levy is necessary to moderate demand forforeign workers in general.  Other measures, such as the salarycriteria, and the sub-Dependency Ceiling will also help  to managedemand for S passes.

Section II.  Key Features of S Pass  
2.1 Is the S pass an EP or WP?

The S-pass is neither an EP nor WP.  It is a new work pass category.
2.2 Can you tell me more about the points system?
How many points will each category have and how many points will I need for an S pass?

The points system is made up of 4 main categories, namely,salary, educational qualifications, number of years of work experienceand job type (i.e. whether you are a professional or specialist, etc).Applicants chalk up points based on how far they meet the criteria.
The points allocated for each category of criteria will vary over time in depending on market conditions.
2.3 Will the S-pass be subjected to any controls?

There will be a 5% quota on S pass holders at the companylevel.  The 5% will be over and above the sectoral dependency ceiling(DC) for Manufacturing and Services sectors, but within the DC forMarine and Construction sectors. S pass holders will also be subjectedto a levy of $50. (Please click on link B1 and link B2 to see diagrams demonstrating the calculation of sub-DC)
This quota or sub-DC is incorporated within the DC for theMarine and Construction sectors because the existing DC level in thesetwo sectors is already very high.  This is even after reductions havebeen made in the DC for construction, from 1:5 to 1:4.
However, the sub-DC is above and beyond the existing DCfor the Manufacturing and Services sectors, because of the employmenttrends affecting these two sectors.  Overall, the economy will continueto be short of workers over the next 5 years and beyond.  We expectthat the majority of the job growth will be in the services sector. These job opportunities will be filled not only by new entrants to thelabour market, but also from local workers moving out from themanufacturing to the services sector.  Hence, there is a need toprovide for an expanded DC for these skilled workers.
However, there will be no source controls, no need formedical examination in Singapore, no maximum duration of employment inSingapore, and no maximum age of employment (subject to existingretirement age).
2.4 How long is an S pass valid for?

The validity of the S-pass is 2 years for first-time applications orfor Q2 holders converting to the S pass and renewable for 3 yearsthereafter,. Renewal is subject to evaluation by MOM .
2.5 Where do I go to apply for the S-pass? How do I apply for the S-pass?

As the S pass is new, the forms for the S pass are not available yet.It will be made available over the Internet or from the CustomerService Centre at MOM Building when ready.
Applications for S passes can be made at the Work Pass Division, MOM Building.
2.6 Can I apply for the S pass now?

Why must I wait till July to get my S pass? Can you make concessions for me to obtain my S pass earlier than July?
Since the S pass is new, there are many operational andtechnical systems that need to be finalized before MOM is ready toissue the new pass. MOM will therefore only be able to processapplications for the new pass on 1 July 2004. Till then, the existingcriteria and application processes for existing work passes will remainin place.
As such, MOM regrets that no early applications for S-pass will be accepted. We hope for your understanding on this issue.

Section III.  Impact and Transition  
3.1 When will the policy be implemented?

The S-pass will be implemented on 1 July 2004.
The Ministry will issue a more detailed circular to all current Q2employers nearer the date of implementation. It will also conductbriefings at a later date for the various industry associations.
3.2 What will happen to existing Q2 holders?
Do I need to convert my existing Q2 pass to the S pass?
Is it compulsory for employers to convert Q2 holders to the S pass?
The Q2 pass will automatically be converted to S-pass upon renewal.It is not compulsory to convert the Q2 pass to S-pass while the Q2 passis still valid. However, Q2 holders earning above $2,500 may wish toconvert to S-pass in order to enjoy dependant privileges. However, the$50 levy and sub-DC will apply.
MOM will invite employers with Q2 pass holders to convert to the Spass and elect to convert to Q1 (where eligible) 3 months before theexpiry of their employees’ Q2 pass. This is subject to the employer notbeing on our blacklist.


其实说SP取代Q2也不完全是这样,以前好像Q2也要2500底薪的,后来是服务业吵很凶,没人做工啊,交人头税吧,公司本来利润就不高。现在像DFS里面的BA,Changi机场的地勤,还有旅行社的职员,医院的收费处等等,都没人做,最后政府妥协了一个SP,定底薪1800。


对,我也是受害者之一”SP”,不是我们条件不足,是现在经济不好,大家一起等待下次的政策放松.

SP在2004年以前是Q2,后来才有1800的说法,也是可以申请PR的。还是找了点资料来看看。

Employment Pass (EP)

ELIGIBILITY CRITERIA
  P Pass
For foreigners who hold acceptable degrees, professionalqualifications or specialist skills and are seeking professional,administrative, executive or managerial jobs or who are entrepreneurs /technopreneurs.

A P1 Pass will be issued if the applicant’s basic monthly salary is more than S$7,000.

A P2 Pass will be issued if the applicant’s basic monthly salary is more than S$3,500 and up to S$7,000.

Q1 Pass
For foreigners whose basic monthly salary is more than S$2,500 and who possess acceptable degrees, professional qualifications orspecialist skills.

Q2 Pass
A Q2 Pass is issued on exceptional grounds to foreigners who do notsatisfy any of the above criteria. Such applications will be consideredon the merits of each case

Application For Permanent Residence
                                                                                                                           
Non-Singaporeans can become Singapore Permanent Residents (SPRs) byobtaining an Entry Permit. An application for an Entry Permit is anapplication for Singapore Permanent Residence.
The following categories of foreigners are eligible to submit applications:
Spouse and unmarried children (below 21 years old) of a Singapore Citizen (SC)/Permanent Resident (SPR);Aged parents of a Singapore Citizen;Employment Pass (P or Q Pass) holders;Investors/Entrepreneurs;HongKong residents who satisfy certain guidelines can apply for permanentresidence by submitting applications through SMC Management ConsultantsPte Ltd in Singapore.

从2004到2008年上半年人手缺啊,我们HR每半年去菲律宾招人,前台啦,客服啦,都是SP.


我认为再等半年差不多了,感觉应该是时间的问题吧:)

刚刚跟老板说了申请的结果,老板说他自己写信去给ICA申诉。这会有作用吗?


99%以上没用的,不过不申诉白不申诉。


因为公司就只有我一个外国人,其他全部是新加坡人,他想以公司的名义做担保。还没过来新加坡的时候,公司帮我申请SP,MOM也是不批,之后也是老板去上诉之后才批的。


PR申请一直是个人申请或者个人帮配偶和未成年子女担保,从来没有公司帮员工担保的,公司可以表达员工对公司的重要性但是不能担保,而给不给PR是政府对整个社会的考量,而不是对某个公司的考量。

公司也是对社会做出贡献的,也是纳税人。我也不管那么多了,拿批就批,不批也就算了。反正工资跟花红不要上就好了


公司跟社会的关系你最好跟PM去说,跟我们说没用。本来就是工作和薪水比较重要,好好工作好好生活比啥都重要。

老板帮你写信给ICA申述,,是不是要在收到拒签信的一个月内写,才可以??


自己发email 去ICA问什么时候可以再申请,答复是如下
Should there is no timeframe given on the rejection  letter for you
to re-apply, you may submit a fresh application 6 months after the date of the rejection letter if eligible (i.e. working on valid P, Q or S pass), for our processing.
希望那些跟我一样情况被拒的人也不要那么沮丧。


并不是说没有写时间就是没有希望,相对还算幸运,不用再等那么长的时间。

老板说是要尝试写信去申诉的,但是楼上的朋友都说没有用的,我也就没有抱太大希望了。让老板自己去弄好了。


写信好像要1个月内写才可以

这个我也就不清楚了,应该是越早写越好。如果再写信去问ICA申诉事宜的话,我看人家都要不高兴了,这几次发的邮件过去都是同个人回复我的。实在不可以就耐心等多半年好了。


pr 刚被拒签,看了大家的意见也不想去上诉了, 我想问一下大家,如果我想再申请要等6个月,是 要从我申请的那天算起,还是从被拒签的那天算起啊。。?疑问中。。。。。


我问了ICA之后的答复是这样的
