新加坡7,8月是会热一点的，还有我听说是电费涨价了。

If you can use washing machine lesser, you can expect a drop in your bill.
If you are using air-conditioner, try to clean your air-con because dirts on the condenser and blower can make your system less efficient because it uses more energy to cool down your room.
You can buy aircon cleaner (DC appears on the can) and sprays onto the condenser. I find this very effective.
